GUIDELINES FOR THE 2021 INSTITUTE OF CHARTERED SECRETARIES AND ADMINISTRATORS OF NIGERIA (ICSAN) COUNCIL ELECTION
By virtue of Paragraph 6 of the First Schedule to the ICSAN Act and other relevant regulations of the Institute, the mandate of the Nominations and Governance Committee is to conduct Election to fill the five (5) vacancies on the Governing Council.
PURSUANT to the above, the Nominations and Governance Committee of the Institute of Chartered Secretaries and Administrators of Nigeria, hereby issues the following Guidelines for the conduct of the 2021 Election into the Governing Council of the Institute.
1.0 DATE AND TIME OF 2021 ELECTION INTO ICSAN GOVERNING COUNCIL
- The Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN) Council Election for year 2021 shall be conducted within three (3) days, from 26th – 29th July, 2021.
2.0 QUALIFICATION REQUIREMENTS
2.1 All Candidates and their Endorsers/Attesters must have paid their annual subscriptions and other dues and fulfilled all financial obligations to the Institute as of 30th June, 2021.
2.2 All members of the Institute are eligible to vote at the Council election: PROVIDED THAT such members must have paid their annual subscriptions as and when due for the election year.
3.0 NOMINATION FORMS
3.1 The Nomination form for election into the Governing Council of the Institute is available on the Institute’s website – www.icsan.org.
3.2 Candidates must submit duly completed Nomination forms together with two passport-sized photographs on/before Tuesday, 30th June, 2021 by 5.00pm. Forms could be submitted at the National Secretariat of the Institute or to email@example.com.
3.3 Each Candidate shall, upon submission of the nomination form, be issued with a duly signed acknowledgement slip as evidence of the return of the nomination form. Candidates who submit their nomination forms electronically shall receive an acknowledgment of receipt by email within two (2) hours of receipt of the forms.
3.4 Where physical copies of duly completed nomination forms are submitted, the envelopes used for returning the forms should be marked on the right-hand side: “Election of Member into ICSAN Governing Council”. Where submission of the duly completed nomination form is by electronic means, the email shall similarly have as its subject: “Election of Member into ICSAN Governing Council”.
3.5 Completed application form should be accompanied with a copy of the profile of the candidate which shall comprise of not more than 1000 words and shall highlight the contributions of the candidate to the Institute, the industry or economic sector in which the candidate operates.
3.6 The nomination form for each candidate shall be endorsed by a member of the Institute who is qualified to vote and be voted for. No member of the Institute shall endorse more than one candidate.
4.0 SCREENING OF CANDIDATES
4.1 The Nominations and Governance Committee shall, following the closure of nominations of candidates on Tuesday, 30th June 2021, conduct a screening exercise to confirm the eligibility of each candidate to contest the election into the Governing Council in line with the ICSAN Act and other Regulations made by the Institute.
5.0 PUBLICATION OF LIST OF NOMINATED CANDIDATES
5.1 Following the closure of nominations of candidates on 30th June, 2021, the Nominations and Governance Committee shall no later than 5.00 p.m. on Friday, 16th July, 2021, publish the list of successful candidates together with their profiles.
5.2 The list of successful candidates shall be published electronically to members on the communication platforms of the Institute.
6.0 RULES GOVERNING CAMPAIGNS FOR THE ELECTION
6.1 Candidates may embark on electoral campaigns with effect from 12.01am 23rd July and end by 12 midnight 25th July, 2021.
6.2 No electoral campaign is allowed before the date and time stipulated in paragraph 6.1 above.
6.3 Candidates shall submit electronic copies of their manifestoes and campaign materials for vetting and thereafter publish on the ICSAN Website and the e-Voting platform.
6.4 Campaigns shall as much as possible be done electronically and by personal contact with members of the Institute. The contents of campaign materials shall be limited to the qualification and experience of the candidates, past contributions to ICSAN and planned contributions to ICSAN if elected. The number of such campaign materials should be limited as befitting a respected professional institution like ICSAN. Campaign materials should contain factual and truthful information and not misleading content.
6.5 No Candidate shall employ the use of offensive or derogatory language or messages or comment that is meant to disparage other candidate(s) during the campaign for election.
6.6 The publication, printing or distribution of any “campaign materials” in the form of gifts and souvenirs of any type by candidates and/or their supporter(s) is strictly prohibited.
6.7 No candidate shall entice, induce or coerce any member of the Institute with a view to influencing the choice of such member in the election.
6.8 The Nominations and Governance Committee may prohibit any campaign activities which it considers to be obnoxious, inconsistent with the Institute’s rules, violate members’ right to privacy or which may lead to a breakdown of law and order.
6.9 The decision of the Nominations and Governance Committee as to the suitability or appropriateness of any conduct or activity carried out during the campaign shall be final.
6.10 A candidate who violates any of the requirement of this paragraph or who fails to comply with a direction or decision of the Nominations and Governance Committee in respect of appropriateness of campaigning methods may be disqualified from participating in the election.
7.0 REGULATIONS FOR ELECTRONIC VOTING
7.1 The election shall be conducted electronically. Eligible voters shall cast their votes in accordance with voting guidelines issued by the Nominations and Governance Committee.
8.0 ANNOUNCEMENT OF RESULTS OF THE ELECTION
8.1 The results of the Election shall be formally announced at the Annual General Meeting of the Institute which shall take place on 30th July, 2021.
Any candidate who is aggrieved or dissatisfied with the decision of the screening exercise conducted by the Nominations and Governance Committee in respect of his nomination may, within twenty-four (24) hours of the announcement of duly qualified candidates, submit an appeal against such decision of the Nominations and Governance Committee. The Committee shall, upon receipt of any such appeal, consider the same expeditiously and communicate its decision to such candidate and members of the Institute within twenty-four (24) hours.
9.2 Any candidate who is dissatisfied with the results of the Election shall, within twenty-four (24) hours of the declaration of the results submit an appeal to the Governing Council of the Institute. The decision of the Governing Council in respect of any such appeal shall be final.
